2. Key Parental Rights Under Procedural Safeguards
✅ Right to Participate
Parents have the right to be involved in all meetings related to their child’s identification, evaluation, educational placement, and the provision of special education services.
✅ Right to Written Prior Notice
Schools must provide written notice before proposing or refusing to initiate or change the identification, evaluation, or educational placement of the child.
✅ Right to Give or Withhold Consent
